UPDATE, 5 p.m. ET: New Jersey Gov. Chris Christie stood by his decision to lower flags to half-staff on the day of Whitney Houston's funeral, saying he wasn't honoring her as a role model, but rather as "a daughter of New Jersey."

"What I would say to everybody is there but for the grace of God go I," Christie said.

Christie pointed out that the cause of Houston's death is not yet known, and said he is "disturbed" by the belief that "because of her history of substance abuse that somehow she's forfeited the good things that she did in her life."

He also said that he has ordered?flags in the state be flown at half-staff for all 31 of the New Jersey soldiers who have died during his time in office and every fallen police officer during that time. Some of the criticism surrounding Christie's decision centered on the idea that Houston's honor was more than that received by those who died for their country.

ORIGINAL STORY: Controversy continues to swirl around the death of Whitney Houston, and now New Jersey Gov. Chris Christie has stepped into the fray. The Republican governor has ordered U.S. and state?flags flown at?half-staff at all state government buildings on Saturday, the day of her funeral.

Christie defends his decision by deeming the singer a "cultural icon"?of the state, along the?lines of Jersey musicians Frank Sinatra, Count Basie and?Bruce Springsteen.

He goes on to say, "Whitney Houston was an important part of the cultural fabric of this state ? Her accomplishments in her life were a source of great pride for many people in this state and for this state as a whole. On that basis, I think she's entitled to have that recognition made for her."

Governors of American states are authorized by federal law to make this order at their discretion to honor state officials or residents who have died. Nothing requires that the person honored must be a politician or service member; in fact, Christie approved a similar order when Springsteen band member Clarence Clemons died last June.

But?some are arguing that due to Houston's?public struggles with drugs, such an honor is not deserved.

UN Security Council visits Haiti to review mandate (AP)

PORT-AU-PRINCE, Haiti ? The U.N. Security Council began a four-day mission in Haiti on Monday to review the terms of its mandate and evaluate earthquake reconstruction efforts in the Caribbean country.

The 15-member delegation led by U.S. Ambassador Susan Rice plans to meet with senior Haitian officials, tour the future site of a job-generating industrial park and visit a police academy in the capital.

"We will see how the United Nations supports Haitian government institutions in security and governance," Rice said as she read from a prepared statement. "We will examine economic development efforts and we will look at the ongoing humanitarian challenges."

In its first mission since 2009, the delegation also aims to evaluate reconstruction efforts following the massive earthquake in 2010 that displaced more than a million people. It plans to see how it can help strengthen the national police force, which has only 8,000 officers in a country of 10 million.

The delegation will venture outside its area of expertise in security and visit a treatment center for patients who have fallen ill to cholera. Now an epidemic, the disease has been a source of tension between Haitians and peacekeepers after several studies showed that a unit from Nepal, where the disease is endemic, likely brought the disease.

Haiti now has the world's highest cholera rate and the disease has killed more than 7,000 people and sickened more than 526,000 others, Haitian officials say.

The Haitian firm Bureau of International Lawyers and its Boston-based partner, Institute for Justice and Democracy in Haiti, issued a statement Monday urging the Security Council to evaluate the cost of the U.N.'s failure to take responsibility for the epidemic. The groups filed a complaint last year againt the world body that seeks reparations on behalf of the cholera victims.

The case is under review by the U.N.'s legal department.

Tensions have been further strained because of several abuse allegations involving peacekeepers, which are under investigation.

The U.N. set up the peacekeeping force in Haiti known by its French acronym Minustah in 2004 to provide stability following the overthrow of then-President Jean-Bertrand Aristide.

Haitian President Michel Martelly hopes to replace the U.N. peacekeeping mission of 11,000 troops by restoring the national army, which was disbanded in 1995 because of its involvement in coups and history of abuse, and turning it into a "professional" force.

The Security Council would need to revise its mandate if the Haitian government took concrete steps to restore the army. The existing agreement, which focuses on developing Haiti's police force, has no provision to allow peacekeepers to work with a Haitian military.

The plan to restore the army has met opposition from the United States, Canada and other nations that believe the government should devote its limited resources toward the police department or toward reconstruction.

The Security Council's arrival this week coincides with that of two other delegations.

The Caribbean Community landed in Port-au-Prince Monday for a two-day mission that will look at ways to help Haiti recover from the earthquake and try to engage the country more in the regional bloc.

Legal experts from the U.S. State Department are expected to arrive Wednesday to help strengthen the country's beleaguered judiciary. They also want to support the justice system as it weighs evidence to prosecute former strongman Jean-Claude Duvalier on corruption charges instead of the human rights abuses synonymous with his 15-year rule.

LOS ANGELES (Reuters) - Bruce Springsteen and the E Street Band kicked off the Grammys on Sunday night with a rousing song even as the sudden death of pop star Whitney Houston cast a pall over music's biggest awards.

Springsteen and the band, playing "We Take Care of Our Own," had the crowd of pop, rock, rap and country stars up on their feet and clapping to the music in an effort to brighten the mood and ready the audience for a celebration of the industry's best performers.

British soul singer Adele, who came into the Grammys with six nominations and was expected to be a big winner, claimed her first Grammy for best pop vocal album with "21," and she earned a second Grammy for best short form music video with the song, "Rolling in the Deep."

All eyes will be on Adele in top categories such as best album and record of the year. Moreover, she will perform in front of a live audience for the first time since vocal cord surgery in November 2011. Fans will be listening to hear if her voice is back to its sultry, soulful best.

Rapper Kanye West, earned seven nominations, but was shut out of the top categories, paving the way for Adele to be the night's big winner - or surprise loser if she fails to overcome competition.

West won an early award for best rap album with "My Beautiful Dark Twisted Fantasy."

In the category of best album, Adele's "21" faces rockers Foo Fighters and their hit "Wasting Light," Lady Gaga with "Born This Way," Bruno Mars and his "Doo-Wops & Hooligans," and pop star Rihanna with "Loud."

Adele also figures prominently among nominees for record of the year where "Rolling in the Deep" squares off against rockers Bon Iver and "Holocene," Bruno Mars for "Grenade," Mumford & Sons with "The Cave," and Katy Perry for "Firework."
